Third Special Session: School Choice and Colony Ridge

Thursday, October 5th, 2023

Texas Governor Greg Abbott has made it official: a third special legislative session starts October 9.

In a letter to Lt. Gov. Dan Patrick and House Speaker Dade Phelan and obtained by several media entities over the weekend, Gov. Greg Abbott warned he will bring lawmakers into a 30-day special legislative session starting the afternoon of Monday, Oct. 9, 2023.

Abbott has teased for months that he would call the session to address school choice. That concept has proved popular with voters and even passed the Senate but has been thwarted by the Texas House. Recently, Abbott has indicated the agenda would also include matters related to the Colony Ridge housing development outside Houston that targets illegal aliens.

School choice is an expected topic, one all Texas GOP leaders agree is a priority save the foot-dragging, Democrat-backed Speaker Phelan. After strong-arming Republican House members into an unpopular and ultimately futile impeachment vote against Texas Attorney General Ken Paxton, it remains to be seen how much juice Phelan has left to thwart school choice, though certainly his Democratic backers (and the teacher’s unions backing them) will make it a top priority.

But the wild card here is Colony Ridge, a news story that’s been bubbling on the back burner for a while, and one I’ve been grappling to find out enough about to report on fairly.

Colony Ridge is allegedly a high crime neighborhood in the Houston exurbs populated mostly by illegal aliens, some of whom have cartel ties, sold using questionable loan practices.

As the crisis at the southern border continues, rural Texas is allegedly being settled by unlawful migrants through a system backed by drug cartels, leading to an increase in criminal activity.

Nestled in a previously undeveloped area of Liberty County, northeast of Houston, the Colony Ridge development represents the largest “colonia” in the United States, home to anywhere from 50,000 to 75,000 unlawful migrants.

Todd Bensman, the senior national security fellow for the Center for Immigration Studies, has been documenting the colonia and highlighting the scope of the issue.

“A vast jumble of single- and double-wide trailers on low stilts, hand-hewn shacks made of leftover construction material, and parked motor homes has quickly overtaken tens of thousands of Liberty County acres and eradicated its rural way of life,” Bensman wrote.

“Upwards of 50,000 mostly Spanish-speaking Latinos, maybe more — nobody knows, really — are living on some 30,000 homestead lots they purchased in recent years over some 35 square miles from ‘Houston Terrenos,’” Bensman continued.

The migrants are able to settle in Colony Ridge using Individual Tax Identification Number (ITIN) loans, which do not require applicants to have a legal residence or Social Security number.

In recent testimony before the U.S. House Committee on Homeland Security, Bensman claimed that the crime wave followed the mass migration.

“Legacy residents are increasingly alarmed by criminal atrocities never seen before,” Bensman alleged.

Pointing to an incident that occurred in April, he told the representatives about how “a five-time deported Mexican national who owned a home in neighboring San Jacinto County allegedly murdered five members of a Honduran family that lived next door after they complained that his firing of a semi-automatic assault-style rifle at 11 p.m. was keeping the baby awake.”

Good times, good times.

Bensman testified that the Gulf and Sinaloa Cartels invested resources into the Colony Ridge development early on, financing safe houses used to smuggle drugs and people into the interior of the United States.

“Liberty County reflects a microcosm of what unnecessary crime can look like anywhere large numbers of foreign nationals who are only thinly vetted settle,” Bensman added.

The first question is: Where exactly is it? If you enter Colony Ridge in Google maps, you get a location just southeast of New Caney that’s in Montgomery County, not adjoining Liberty. I believe this is the sales office for Houston Terrenos. This appears to be the actual extent of Colony Ridge:

It’s not a new problem, though I only became aware of it this year. This TPPF PDF report dates from 2020, states Colony Ridge has been in development since 2011. Some quotes:

Cleveland ISD’s elementary, middle, and high schools are bursting at the seams with students, growing by over 100 new enrollments per month. To finance the multiple new schools that are needed at all levels, the district’s residents are on the hook for hundreds of millions of dollars of bonds issued and are experiencing crushing, double-digit growth in their property tax bills…The initial, unrestricted development undertaken by the area’s largest housing land sales company, Colony Ridge Land, LLC, caused considerable consternation and foreboding among residents and local government officials alike. More recently, a number of measures have been taken to better manage the population boom, including the creation of a Municipal Management District for a core 5,000-acre section under development. Moreover, the Houston El Norte Property Owners Association has begun to aggressively enforce covenants…

Because thousands of unauthorized immigrants are among the new residents, however, more needs to be done. Collaboration in enforcement of U.S. immigration laws should be maximized by federal, state, and local law enforcement authorities through initiatives such as U.S. Immigration and Customs Enforcement’s 287(g) and Warrant Service Officer programs…These programs enable common-sense cooperation across jurisdictions and effectively prevent communities from becoming sanctuaries for criminal aliens.

Fast forward to this year, and Cleveland ISD’s population has doubled in three years.

A housing development outside Cleveland, Texas, just north of Houston, is populated primarily by illegal aliens and putting strain on the local school district.

“Colony Ridge Communities” is a land development project that markets land to illegal aliens through loan loopholes and is one of the largest settlements of illegal aliens in the country.

In the 2019-2020 school year, Cleveland Independent School District only had 6,584 students. As the current school year begins, the number of students has nearly doubled to more than 12,400.

At the district’s back-to-school convocation, Superintendent Stephen McCanless said the district has enrolled 1,092 new students in the past weeks and more students are expected to be registered in the next few weeks.

The district has hired 1,498 staff members since the 2021-2022 school year, and due to the limited capacity of the Cleveland High School gym, the district almost did not hold the back-to-school convocation. To accommodate these students, the district built six new schools.

The Colony Ridge settlements are believed to have a population of 22,000, according to the Liberty County Sheriff’s Office.

Then there’s the Abbott donor connection: “Colony Ridge is partially funded by William Harris, a major donor of Gov. Greg Abbott, who gives yearly contributions of $300,000 to Abbott’s campaign.”

And those aren’t the only controversies surrounding Colony Ridge. There’s an active lawsuit against Terrenos Houston and Colony Ridge on a variety of allegations:

  • Payments Being Stolen: There are clients who are making their payments and yet the Colony Ridge company claims that they have not done so and proceeds to repossess their land to keep it or sell it to others.
  • Flooding: Lack of drainage planning has caused flooding for residents and flood problems for surrounding communities that have been in that territory for generations.
  • Intimidating: They have intimidated the surrounding communities with lawsuits and other practices when they have tried to resolve the situation of the waters with garbage that have reached their homes.
  • Inhumane Conditions: Many in the community have complained about poor garbage management, lack of potable water in cases, high crime rates, and roads in very poor condition.
  • Here are the figures the lawsuit alleges are behind Colony Ridge:

  • William Trey Harris III
  • John Harris
  • Robin Lane
  • Brent Lane
  • As with all lawsuits, keep the “allegedly” in mind.

What sort of remedies are available? Well, the Biden Administration could always control the border and enforce laws against illegal aliens, but they seem very loath to do that, very recent statements otherwise not withstanding.

At the state level, Texas could implement E-Verify for all employment, which would severely curtail the attractiveness of Texas as a settling spot for illegal aliens. And the legislature could require either citizenship or legal immigration status as a requirement for a home loan in Texas.

It should prove to be an interesting session, as both school choice and illegal aliens have proven powerful issues with black and Hispanic voters, much to the chagrin of the Democratic Party establishment.

It should be an interesting session…

    Border Wall?

    Tuesday, December 28th, 2021

I get a lot of fundraising emails from Texas Governor Greg Abbott’s reelection campaign, sometimes three or more a day, a lot of which tout his support for Texas building a border wall, which he announced back in June. From an email June 19:

The Biden Administration has abandoned its responsibilities to secure the border and Texans are suffering as a result.

If the federal government won’t do its job, Texas will.

Through this comprehensive public safety effort, we will secure the border, slow the influx of unlawful immigrants, and restore order in our border communities.

Since then, Abbott seemed to talk a lot more about building the border wall than actually getting it done (Texas state bureaucracy may be more efficient than the feds, but it’s still a bureaucracy), but that may finally be changing.

Gov. Greg Abbott recently held a press conference debuting the construction of the Texas border wall in Rio Grande City — just six months [!] after he announced Texas would build its own border wall. The press conference took place in front of the first phase of the wall being built on state land managed by the Texas General Land Office (GLO).

The governor was joined by GLO Commissioner George P. Bush and Texas Facilities Commission (TFC) Chairman Steven Alvis, who spoke of the progress made to secure the southern border by building the Texas border wall. Sen. Kelly Hancock, Rep. James White, Texas Department of Public Safety Director Steve McCraw, Texas Military Department Adjutant General Tracy Norris and Deputy Adjutant General Monie Ulis also were in attendance.

On June 16, Abbott announced the state of Texas’ plan for the border wall and authorized the transfer of $250 million as a down payment to launch construction. He also directed the TFC to hire a program manager to oversee its construction.

In September, a program manager was selected to lead the process of planning and executing the border wall. Gov. Abbott also signed House Bill 9 into law that month, providing an additional $1.8 billion in state funding for border security, including border wall construction.

This is a good start. Texas has some of the biggest gaps in the existing wall, and it will help border communities to start getting those gaps filled. (I think this USA Today interactive map is several years out of date.)

The border wall is not a panacea, and it’s no substitute for the Biden Administration actually enforcing federal border control laws, something it has steadfastly refused to do. Democrats would rather try to sneak illegal alien amnesty in while no one is looking. Though now the Biden Administration has said (no doubt reluctantly) that it will close “a few gaps” in the wall, mainly in Arizona.

A border wall will help, but ranks third among strategies that would actually secure the border, behind enforcing existing laws and passing universal E-Verify, which would dry up a lot of illegal alien migration by cutting off employment opportunities.

Funny how you don’t hear much about E-Verify these days, almost as if Republican business interests have killed it off behind the scenes to keep an endless supply of illegal alien labor coming…

The Jeffrey Epstein child sex trafficking scandal dominates today’s LinkSwarm, as does other people getting arrested for the same offense. Some kind of crackdown going on? We can only hope so.

Also, if you live in Austin, traffic on I-35 is going to be screwed up again this weekend.

  • The Jeffery Epstein scandal may be even worse than we thought:

Even by the standards of stomach-turning celebrity criminal scandals, the bits of information about multi-millionare Jeffrey Epstein and allegations of an underage sex-trafficking ring are utterly bizarre, pointing to something perhaps even bigger and worse going on. Just the reports out this morning prompt at least ten big questions.

One: How did Jeffrey Epstein make his fortune in the first place? One claim is a massive Ponzi scheme.

Two: Could Epstein really have been connected to some sort of intelligence service? In yesterday’s press conference, labor secretary Alex Acosta offered a weird, vague, contradictory, meandering answer when asked about this. If Epstein was working for some sort of spy agency, which one? What was the aim, to collect blackmail on prominent figures? Who was being blackmailed, and what did they do?

Three: Why did the office Manhattan district attorney Cyrus Vance try to keep Epstein from being registered as a top-level sex offender? “A seasoned sex-crimes prosecutor from Mr. Vance’s office argued forcefully in court that Mr. Epstein, who had been convicted in Florida of soliciting an underage prostitute, should not be registered as a top-level sex offender in New York.” The judge denied the request and declared, “I have to tell you, I’m a little overwhelmed because I have never seen a prosecutor’s office do anything like this.”

Four: After Epstein was labeled a “Level 3 sex offender” — meaning the worst — Epstein was required by law to check in with the NYPD every 90 days. He never checked in at all over an eight-year span. How did that not generate any consequences?

  • And speaking of Epstein, why is nobody talking about former Palm Beach County State Attorney Barry Krischer.

The former Palm Beach County State Attorney had made national news three times during his career. Once when he went after Rush Limbaugh, then after Ann Coulter, two Republicans, and when, after being handed the case of Epstein, a co-founder of the Clinton Global Initiative, he gave him a pass.

Barry Krischer is a Democrat. Jeffrey Epstein is a billionaire donor to Democrats.

As Chief Prosecutor, Krischer had made his reputation with a zero-tolerance policy of prosecuting juveniles as adults. But after Epstein had abused underage girls, Krischer, according to the detective on the case, ignored police efforts to charge him with four counts of unlawful sexual activity with a minor and instead the billionaire abuser was indicted only on a minor charge of solicitation of prostitution.

Interviews with over a dozen girls and witnesses were ignored.

The victims were not notified of when they needed to appear before Krischer’s Grand Jury. Calls by the police to issue warrants for the arrest of Epstein and his associates were ignored by Kirscher’s subordinates. Eventually, Kirscher’s people stopped taking phone calls from the police.

The Palm Beach police chief claimed that information was being leaked to Epstein’s lawyers and wrote a public letter attacking Krischer and urging him to disqualify himself from the case. Instead the travesty went on. State prosecutors allowed Epstein to skip sex offender counselling, and hire a private shrink.

When the judge asked assistant state prosecutor Lanna Belohlavek if all the victims had signed off on the deal, she claimed that they had. The lawyer for the victims has said that was not the truth.

  • “Secretary of Labor Alexander Acosta on Friday resigned from his post amid scrutiny over a plea agreement he cut with wealthy investor Jeffrey Epstein for sex abuse charges over a decade ago.”
  • Over on Althouse’s blog, many commenters are suggesting that Scott Walker replace him. To which I say: Bring it!
  • Even after pleading guilty and registering as a Level 3 sex-offender, Jeffrey Epstein is still mingled with the Hollywood elite.
  • Speaking of child sex offenders, singer R. Kelly has been arrested on 13 federal sex trafficking charges, including “child pornography, enticement of a minor to engage to engage in criminal sexual activity and obstruction of justice.” The only question is, after all the similar crap Kelly has pulled over the years, how is he not already in jail for the rest of his life?
  • “Epstein, Bean & Buck: The Democratic Donors’ Sex-Creep Club.”

While serving as the highest-ranking elected woman in America for decades, San Fran Nan has chronically downplayed, whitewashed or excused the sleazy habits and alleged sexual improprieties of a long parade of Dem pervs — from former San Diego Mayor Bob Filner to former New York Reps. Eric Massa and Anthony Wiener to former Oregon Rep. David Wu to former Michigan Rep. John Conyers and current presidential candidate Joe Biden.

Since the woke-ty woke Democrats are now gung-ho on undoing special treatment of wealthy liberal sex creeps, perhaps they will soon be revisiting the matter of two of their other “faves,” Oregon real estate mogul and deep-pocketed left-wing White House donor Terry Bean and West Hollywood Clinton pal Ed Buck.

    Here, let me help.

Terry Bean is the prominent gay rights activist who co-founded the influential Human Rights Campaign organization. He is also a veteran member of the board of the HRC Foundation, which disseminates Common Core-aligned “anti-bullying” material to children’s schools nationwide.

Like Epstein, Bean had a penchant for rubbing elbows and riding on planes with the powerful. Upon doling out more than $500,000 for President Barack Obama and the Democrats in 2012, he was rewarded with a much-publicized exclusive Air Force One ride with Obama. His Flickr account boasted glitzy pics with Michelle Obama and Bill Clinton.

Buck, of course, is the Democratic donor who had two dead overdosed black men in his apartment on different occasions. (Hat tip: Director Blue.)

  • Speaking of our supposed betters raping children, “Ex-U.N. Worker Jailed for 9 Years in Nepal for Raping Two Boys in ‘Alarm Bell for the Humanitarian Community.'” Oh, now there are alarm bells over Canadian Peter John Dalglish raping children? But not so much when various UN peacekeepers did the same thing in Africa in past decades.
  • Dow-Jones Industrial Average hits record high of 27,000.
  • Meet the anti-woke left. The usual quotient of socialist claptrap, but also a fierce critique of victimhood identity politics and the dysfunction of the Democratic Party.

Just as significant as Trump’s victory was Hillary Clinton’s loss, they tell me, in that it represented a rejection of an era of neoliberalism. ‘I’m from Indiana’, Frost tells me. ‘Bill signs NAFTA. That obliterated the towns where I’m from. People are extremely bitter about Bill Clinton for very good reasons. And she is married to that, literally and figuratively – she defends that legacy. How did we not see Trump coming?’

What’s more, Trump represented a repudiation of the entire establishment – Democrats and Republicans. ‘There is a severe crisis of legitimacy in our institutions’, says Frost: ‘The Republicans did not want Trump to win either… He was nobody’s first choice, except the American people’s, apparently.’

    Snip.

Three years on from the 2016 presidential election, Democrats are still largely in denial or in despair about Trump’s victory. The now-discredited Russia-collusion narrative provided an excuse to avoid any soul-searching. ‘The whole Rachel Maddow and the NBC crowd have infected the minds of boomers with this dystopian narrative’, Khachiyan tells me. ‘Even my mom, who’s from Russia, buys the collusion narrative.’

‘The narrative isn’t itself so interesting’, she argues, but it shows ‘the willful failure of the Democratic Party. Again and again, they fall on their face. There’s some kind of Freudian, masochistic thing they have where they get off on publicly humiliating themselves.’

  • E-Verify will do more to deter illegal aliens than the wall.
  • “Democratic lawmaker unloads on Ocasio-Cortez, chief of staff for ‘using the race card.'” The AOC-Pelosi tiff reminds us, yet again, that the primary purpose of “social justice” is to force in-group ideological conformity on the left. But when it comes to actually threatening a politician’s ability to get their beak into the trough, Rep. Clay and others still know which side their bread is buttered on. • Did the Russians who died aboard the A-12 Losharik submarine prevent a “planetary catastrophe?” Color me skeptical. Short of a Red Tide nuke launch scenario, it’s hard to conceive of any sort of accident, up to complete meltdown or even nuclear warhead detonation, that would result in “planetary catastrophe” on the Russian arctic seafloor. Assuming they were actually in the Barents Sea when the fire broke out, I don’t see how they’d be tapping undersea cables (as widely speculated), as the only one there is the Norway-to-Svarbald cable, which is hardly of crushing information importance. But the Russians have been known to lie before, and the fact that no less than seven first rank captains died aboard the ship (all but unheard of on a submarine) only fuels the speculation. And the arctic is way too far north for discovering either Cthulhu or Godzilla…
  • Seattle City Council candidate Brendan Kolding wants to clean up the homeless drug user problem.

“It’s gotten worse under this entire current council,” he said. “Because we’ve practiced the policy — and I give Chris Rufo credit for this — the policy of false compassion where we’re not holding people accountable, where we’re not investing in adequate services, where we’re not allowing our law enforcement professionals to do their job.”

“We just need a sea change at City Hall. We need to reverse the culture because it’s only getting worse … We can offer them treatment and shelter and then insist that if they don’t accept services, we will enforce the law unless they choose to move along. We need both carrot and stick.”

  • “I-95 proves that the government cannot provide services that don’t suck.”

For those readers who blessedly have not had to drive I-95, it is a national disgrace. It has been congested for as long as I can recall (over 30 years of personal experience with the stretch shown, and what we drove yesterday). It has been congested in exactly the same locations for those 30 years.

The same exact locations. 30 years. Offered for your consideration, the 20 miles on each side of Fredericksburg, VA. It was a parking lot in the 1980s; it was a parking lot yesterday. The reason then was that the highway lost a lane (more lanes in Richmond to the south and Washington to the north). The reason now is the same.

So riddle me this, Big Government Man: how in 30 years is it not possible to widen 40 miles of Interstate to remove what everybody in the Northeast Corridor knows is a notorious choke point? And please don’t be so dim and predictable as to say “there isn’t enough funding” – we spent a cool trillion dollars on a “stimulus” that the President swore would be “shovel ready” projects. You don’t get more shovel-ready than widening I-95.

So we see that it’s not possible for the government to provide services that don’t suck.

  • The Amnesty That Refused To Die

    Thursday, June 14th, 2018

Like a dog returning to its own vomit, Republican congressional leaders just can’t stay away from illegal alien amnesty. Evidently because they love creating new Democratic voters, ignoring the rule of law and depressing their base.

A leaked draft of House Speaker Paul Ryan’s (R-WI) amnesty deal could lead to the “biggest” amnesty for illegal aliens in United States history, experts tell Breitbart News.

Ryan’s immigration deal would go beyond giving amnesty to only the nearly 800,000 illegal aliens who are enrolled in the President Obama-created Deferred Action for Childhood Arrivals (DACA) program.

According to a leaked draft of the amnesty deal, obtained by Breitbart News, Ryan’s plan would allow the entire “DACA population” to be eligible for amnesty so long as they meet low educational, work and criminal requirements, prompting the amnesty to explode in size.

A draft of the leaked GOP amnesty deal

That DACA population could include the nearly 3.5 million DACA-enrolled and DACA-eligible illegal aliens, and even more illegal aliens who arrive in the U.S. to fraudulently obtain the amnesty.

NumbersUSA Governmental Affairs Director Rosemary Jenks told Breitbart News that Ryan’s amnesty will — at the least — allow 1.8 million illegal aliens to stay in the U.S.

“This has the potential to turn into the biggest amnesty we’ve ever had,” Jenks said.

The leaked amnesty deal reveals that Ryan and the Republican establishment may even be considering going beyond giving amnesty to DACA illegal aliens.

A second amnesty is included in the leaked draft, one that would allow the children of temporary foreign guest workers and “anyone who has a ‘contingent nonimmigrant status’” to apply for the amnesty.

How about “No”? Does “No” work for you? How about “Hell No!”?

What needs to be done is:

  • Increased border enforcement
  • Implement E-Verify
  • Build the wall
  • All that needs to be done before any sort of amnesty is even considered.

Why is this message so hard for congressional Republicans to understand?
