His tweets would seem to indicate so:
….stem the tide of Migration through Mexico, and to our Southern Border. This is being done to greatly reduce, or eliminate, Illegal Immigration coming from Mexico and into the United States. Details of the agreement will be released shortly by the State Department. Thank you!

Mexican sources evidently confirm it, as Mexico will evidently deploy its National Guard along its southern border and elsewhere:

Optimistic reactions:
The threat of tariffs got #Mexico to agree to take unprecedented steps to control illegal migration.
Will be very interesting to see how media covers this now. It is going to be very hard for some of them to give @POTUS credit for this. https://t.co/XmKMrSH5gU via @NYTimes

President Trump’s Mexico tariff threat worked! Mexico signed a immigration deal with the U.S. to stop the flow of migrants thru Mexico. Trump is the FIRST President in modern history to understand the most powerful weapon we have is our economy… well done, @realDonaldTrump.

No tariffs: GOOD
Mexico helping us with illegal immigration: GOOD
Ok Mr. President, good day of winning. https://t.co/4BoaPAw1ia

President Trump’s newly-signed agreement with Mexico is great news for both our economy and our country’s border security. Once again, @realDonaldTrump has proven those who doubted him wrong by getting Mexico to step up their efforts to help us secure our southern border.

“Experts” said Mexico would never make a deal
“Experts” said tariffs on Mexico would hurt our economy
But President Trump just closed the deal
It’s official: Mexico is doing more to stop immigration than Democrats
RT if you’re sick of these “expert” opinions!

Cautious optimism seems the order of the day. Hopefully the State Department will release the actual agreement soon.
