How Minnesota Welfare Dollars Support Somali Jihad Terrorism

Democrats seem to love welfare fraud and being soft on jihad, so it shouldn’t be a surprise when a story combines the two.

Minnesota is drowning in fraud. Billions in taxpayer dollars have been stolen during the administration of Governor Tim Walz alone. Democratic state officials, overseeing one of the most generous welfare regimes in the country, are asleep at the switch. And the media, duty-bound by progressive pieties, refuse to connect the dots.

In many cases, the fraud has allegedly been perpetrated by members of Minnesota’s sizeable Somali community. Federal counterterrorism sources confirm that millions of dollars in stolen funds have been sent back to Somalia, where they ultimately landed in the hands of the terror group Al-Shabaab.

I’ve covered Al-Shabaab before.

As one confidential source put it: “The largest funder of Al-Shabaab is the Minnesota taxpayer.”

Our investigation shows what happens when a tribal mindset meets a bleeding-heart bureaucracy, when imported clan loyalties collide with a political class too timid to offend, and when accusations of racism are cynically deployed to shield criminal behavior. The predictable result is graft, with taxpayers left to foot the bill.

If you were to design a welfare program to facilitate fraud, it would probably look a lot like Minnesota’s Medicaid Housing Stabilization Services program. The HSS program, the first of its kind in the country, was launched with a noble goal: to help seniors, addicts, the disabled, and the mentally ill secure housing.

Those may have been its stated goals, but I assume the real goals were to line the pockets of leftwing activists and the homeless industrial complex.

It was designed with “low barriers to entry” and “minimal requirements for reimbursement.” Nonetheless, before the program went live in 2020, officials pegged its annual estimated price tag at $2.6 million.

Costs quickly spiraled out of control. In 2021, the program paid out more than $21 million in claims. In the following years, annual costs shot up to $42 million, then $74 million, then $104 million. During the first six months of 2025, payouts totaled $61 million.

On August 1, Minnesota’s Department of Human Services moved to scrap the HSS program, noting that payment to 77 housing-stabilization providers had been terminated this year due to “credible allegations of fraud.” Joe Thompson, then the Acting U.S. Attorney for the District of Minnesota, went even further, stating that the “vast majority” of the HSS program was fraudulent.

On September 18, Thompson announced criminal indictments for HSS fraud against Moktar Hassan Aden, Mustafa Dayib Ali, Khalid Ahmed Dayib, Abdifitah Mohamud Mohamed, Christopher Adesoji Falade, Emmanuel Oluwademilade Falade, Asad Ahmed Adow, and Anwar Ahmed Adow—six of whom, according a U.S. Attorney’s Office spokesperson, are members of Minnesota’s Somali community.

Imagine my shock.

Thompson made clear that this is just the first round of charges for HSS fraud that his office will be prosecuting.

“Most of these cases, unlike a lot of Medicare fraud and Medicaid fraud cases nationally, aren’t just overbilling,” Thompson said at a press conference announcing the indictments. “These are often just purely fictitious companies solely created to defraud the system, and that’s unique in the extent to which we have that here in Minnesota.”

Thompson said many firms enrolled in the program “operated out of dilapidated storefronts or rundown office buildings.” The perpetrators often targeted people recently released from rehab, signing them up for Medicaid services they had no intention of providing. He noted many owners of companies engaged in HSS fraud had “other companies through which they billed other Medicaid programs, such as the EIDBI autism program, the . . . Adult Rehabilitative Mental Health Services program, the . . . Integrated Community Support program, the Community Access for Disability Inclusion . . . program, PCA services, and other Medicaid-waivered services.”

Nothing says “social justice” quite like stealing from the retarded.

“What we see are schemes stacked upon schemes, draining resources meant for those in need. It feels never ending,” Thompson said. “I have spent my career as a fraud prosecutor and the depth of the fraud in Minnesota takes my breath away.”

On September 18, the same day that the HSS fraud charges were announced, the U.S. Attorney’s Office reported that a man named Abdullahe Nur Jesow had become the 56th defendant to plead guilty in the $250 million Feeding Our Future fraud scheme.

56 is not a pokey little gang. That’s quite organized crime.

Founded in 2016, Feeding Our Future was a small Minnesota nonprofit that sponsored daycares and after-school programs to enroll in the Federal Child Nutrition Program. The organizations that Feeding Our Future sponsored were primarily owned and operated by members of Minnesota’s Somali community, according to two former state officials with connections to law enforcement.

In 2019, Feeding Our Future received $3.4 million in federal funding disbursed by the state. In the months after the Covid-19 pandemic began, however, the nonprofit rapidly increased its number of sponsored sites. Using fake meal counts, doctored attendance records, and fabricated invoices, the perpetrators of the fraud ring claimed to be serving thousands of meals a day, seven days a week, to underprivileged children. In 2021, Feeding Our Future received nearly $200 million in funding.

In reality, the money was being used to fund lavish lifestyles, purchase luxury vehicles, and buy real estate in the United States, Turkey, and Kenya. In 2020, Minnesota officials raised concerns about the nonprofit’s rapid expansion. In response, the group filed a lawsuit alleging racial discrimination related to outstanding site applications, noting that Feeding Our Future “caters to . . . foreign nationals.”

“That’s the standard operating playbook for that cohort: when in doubt, claim racism, claim bias,” says David Gaither, a former Minnesota state senator and a nonprofit leader. “Even if the facts don’t point to that, it allows for many folks in the middle, or on the center-Left, to stay silent.”

Gaither believes the mainstream media, alongside Minnesota’s Democratic establishment, have long turned a blind eye to fraud within the Somali community. This, in turn, allowed the problem to metastasize. “The media does not want to put a light on this,” Gaither said. “And if you’re a politician, it’s a significant disadvantage for you to alienate the Somali community. If you don’t win the Somali community, you can’t win Minneapolis. And if you don’t win Minneapolis, you can’t win the state. End of story.”

Why, a cynical man might think that capability was the entire reason Somalis were imported into Minneapolis in the first place.

Or just one with a working brain.

The fraudsters have leveraged their growing political influence to cultivate close ties with Minnesota’s elected officials. Several individuals involved in the Feeding Our Future scheme donated to, or appeared publicly with, Ilhan Omar, the Somali-born congresswoman from Minneapolis. Omar’s deputy district director, Ali Isse, advocated on behalf of Feeding Our Future. Omar Fateh, a former state senator who recently ran for Minneapolis mayor, lobbied Governor Tim Walz in support of the program. And one of the accused, Abdi Nur Salah, served as a senior aide to Minneapolis mayor Jacob Frey.

Let me put on the third movie in the Shock trilogy, Revenge of the Shock.

Just days later, on September 24, U.S. Attorney Joseph Thompson announced his office’s first indictment in yet another fraud case. This time, the scheme involved federally funded autism services for children.

The accused is a woman named Asha Farhan Hassan, a member of Minnesota’s Somali community, who has also been charged in the Feeding Our Future scam. She’s alleged to have played a role in a $14 million fraud scheme perpetrated against Minnesota’s Early Intensive Developmental and Behavioral Intervention program.

Hassan and her co-conspirators “approached parents in the Somali community” and recruited their children into autism therapy services. It didn’t matter, prosecutors suggested, if a child did not have an autism diagnosis: Hassan would facilitate a fraudulent one.

In a press release announcing the indictment, the U.S. Attorney’s Office made clear that the alleged autism fraud scheme extended to a wide network of people. “To drive up enrollment, Hassan and her partners paid monthly cash kickback payments to the parents of children who enrolled,” the release reads. “These kickback payments ranged from approximately $300 to $1500 per month, per child. The amount of these payments was contingent on the services DHS authorized a child to receive—the higher the authorization amount, the higher the kickback. Often, parents threatened to leave . . . and take their children to other autism centers if they did not get paid higher kickbacks.”

Much like with the HSS program, autism claims to Medicaid in Minnesota have skyrocketed in recent years—from $3 million in 2018 to $54 million in 2019, $77 million in 2020, $183 million 2021, $279 million in 2022, and $399 million in 2023. Meantime, the number of autism providers in the state spiked from 41 to 328 over the same period, with many in the Somali community establishing their own autism treatment centers, citing the need for “culturally appropriate programming.” By the time the fraud scheme was exposed, one in 16 Somali four-year-olds in the state had reportedly been diagnosed with autism—a rate more than triple the state average.

Why it’s almost like Democrats set up welfare programs knowing they’ll be abused, and, in return, the groups abusing those programs continue voting for Democrats.

    Yes, according to CNBC the United States just posted some big economic dubs, with the budget hitting a surplus thanks to the tariffs that – one day, I am constantly assured – will tank the economy.

    The U.S. government posted a surplus in June as tariffs gave an extra bump to a sharp increase in receipts, the Treasury Department said Friday.

    With government red ink swelling throughout the year, last month saw a surplus of just over $27 billion, following a $316 billion deficit in May.

  • Back in the dim mists of time, someone at National Review noted that “Enhanced Rescission Authority” was possibly the most boring phrase in the English language. Boring or not, it’s now helping Trump cut the deficit.

    Vice President JD Vance cast two decisive tie-breaking votes in the Senate on Tuesday to advance a $9.4 billion spending rescissions package backed by President Donald Trump. The measure, which would claw back federal funding from a range of programs, including the US Agency for International Development (USAID) and public broadcasters NPR and PBS, is now headed into a marathon floor debate.

    The Senate twice deadlocked at 50-50 on procedural votes to begin debate on the controversial bill. In both instances, Vance stepped in to break the tie and push the measure forward. The rescissions package, approved by the House of Representatives last month, would eliminate approximately $8.3 billion from USAID and $1.1 billion from the Corporation for Public Broadcasting (CPB).

  • President Trump, First Lady Visit Kerrville and Hold Flood Response Roundtable.”

    Amid the destruction and mourning in Kerrville after the flooding disaster last week, President Donald Trump held a press conference with a number of Texas elected officials where they provided updates on ongoing recovery efforts.

    “Well, this a tough one,” Trump somberly stated at the beginning of the press conference. “It’s hard to believe the devastation.”

    “I’ve never seen anything like this.”

    First Lady Melania Trump also spoke about the stories she has heard from families impacted by the floods.

    “We are grieving with you. Our nation is grieving with you.”

    Ahead of the Trump press conference, Gov. Greg Abbott announced that the federal government has updated the Presidential Disaster Declaration to include additional Texas counties eligible for the Federal Emergency Management Agency (FEMA) Individual Assistance program.

    “We remain committed,” Abbott said during the roundtable, “we’re here for the long run.”

    “We will maintain our operations to find everybody that we can, as well as ensure that we build this community from Hunt to Camp Mystic to Kerrville, to down below. We are committed for the long run, not just to rebuild, but to rebuild in a better way.”

    At least 160 people remain missing since the floods. Abbott stated during a press conference earlier this week that 109 have been confirmed dead.

    California Gov. Gavin Newsom doesn’t typically get involved in disputes between rival Native American tribes. That changed last year, when Newsom used his office to try to block a small tribe from opening a casino in Northern California.

    In August 2024, Newsom’s office sent a letter on his behalf to the Biden Interior Department urging it to reject a $700 million proposed casino project north of San Francisco by the Koi Nation, a tribe with fewer than 100 members. But the Biden administration approved the project anyway, so in May, Newsom sued the Trump administration in a last ditch effort to block the Koi Nation’s casino. Should Newsom get his way, it would be a major win for the Federated Indians of Graton Rancheria, a major California political donor which operates its own gambling compound just 15 miles away from its rival’s proposed site, which broke ground on a $1 billion expansion in 2023.

    A little-known California government disclosure database may shed light on why Newsom took Graton Rancheria’s side in the high-stakes dispute.

    In April 2024, a few months before Newsom sent his letter to the Biden Interior Department, the Democratic governor requested Graton Rancheria to contribute $500,000 to his wife’s charity, the California Partners Project. And in April 2025, one month before Newsom filed his lawsuit against the Trump administration, he again asked Graton Rancheria to contribute another $500,000 to his wife’s charity. The tribe cut those checks specifically at Newsom’s request, according to California’s “behested payments” database, which discloses whenever state elected officials request others to make donations on their behalf.

    The services are also available for illegal aliens with criminal records.

    Harris County first spent $2,000,000 launching a program called the Immigrant Legal Services Fund (ILSF) in 2020 and has been making payments to the fund since then.

    ILSF provides free legal representation in Harris County for people facing deportation from Houston-area detention centers.

    Where is the enumerated statute that authorizes Harris County to spend money for illegal alien legal services?

    As the Democrats’ policies grew progressively more anti-American, the gang of hacks, DEI hires, and grifters that once proudly styled itself as the Party of Jefferson and Jackson did everything it could to make people think pointing out that increasingly obvious fact was both ridiculous and offensive. And so, ever fewer people have dared to do so, even as it became even more obvious that hating America and having a taste for Marxism went with being a Democrat like arrogance and self-righteousness went with being Barack Obama.

    Now, however, it’s impossible to deny. The best and the brightest among young Democrats are all avowed socialists. The party would have chosen a socialist, Bernie Sanders, as its candidate for president in 2016 and likely also in 2020 if party top dogs hadn’t stepped in and arranged for the candidacy of someone who was at least outwardly more mainstream.

    All the while, Democrats insisted their socialism was nothing to be worried about, but was of an extremely cuddly variety. One of the foremost among the party’s up-and-coming new socialists, Rep. Alexandria Ocasio-Cortez (D-Swizzle Stick), maintains that what she has in mind isn’t the bad old socialism of the Soviet Union, Communist China, Pol Pot’s Democratic Kampuchea and the rest, but a type involving more unicorns and moonbeams. “So when millennials talk about concepts like democratic socialism,” she explained, “we’re not talking about these kinds of ‘Red Scare’ bogeyman.” Yeah, tell all the victims of Stalin and Mao that it was just a “scare.” Those hysterical right-wingers were having the vapors over nothing.

    Ocasio-Cortez continued, “We’re talking about countries and systems that already exist, that have already been proven to be successful in the modern world. We’re talking about single-payer health care that has already been successful in many different models, from Finland to Canada to the UK.” Great, but none of those countries are actually socialist. Foreign Policy pointed out in 2021 that “Nordic countries are often used internationally to prove that socialism works. It’s true that social democratic parties are enjoying success in this part of the world.” However, it’s not the kind of success that AOC would want to encourage: “Today, the Nordic social democrats have adopted stricter immigration policies, tightened eligibility requirements for welfare benefit systems, taken a tougher stance on crime, and carried out business-friendly policies.”

    The brand of socialism that is getting more popular among U.S. Democrats is nothing like that. Instead, we have Zohran Mamdani, who will likely be the next mayor of New York, and has called for “seizing the means of production,” as well as transforming “housing from a private commodity to a public one.” And now there’s Omar Fateh, a candidate for mayor of Minneapolis, who also wants state-owned housing, along with wage rates set by the state. That’s not cuddly Scandinavian socialism. That’s Marxism. Do we have to have actual gulags on American soil to know where it leads?

    The Communists are clearly the future of the Democrat Party. Arrayed against their spectre are the party top dogs, not because they’re against their ideology, but because they want to continue the illusion that their party still champions American values. There are still some rubes out there who can be fooled on this point.

    But in less than a decade, Soros’ ultra-woke grant-making network Open Society Foundation has indirectly funneled a combined $37 million to the Working Families Party and at least other nine left-wing groups whose endorsements and get-out-the-vote groundwork played a pivotal role in helping Mamdani upset ex-Gov. Andrew Cuomo in the Democratic mayoral primary, the foundation’s records show.

    Since 2016, the far-left, socialist-friendly WFP — which helped score Mandani the Democratic line by brokering cross-endorsement deals that squeezed out Cuomo — has pocketed a staggering $23.7 million from Soros through its nonprofit fundraising arm Working Families Organization Inc.

    And at least another $13,944,005 went to the nine nonprofits and their offshoot fundraising entities — including the Make The Road Action ($3,515,00), and social justice nonprofits Community Voices Heard ($2,635,000) and Move On ($2.3 million), and the anti-Zionist group Jewish Voice for Peace Acton ($650,000), according to records.

    Russia will face severe sanctions and tariffs if the country does not sign a ceasefire deal to end the war with Ukraine in 50 days, a White House official confirmed to National Review. President Donald Trump made the announcement in the Oval Office Monday.

    “We’re going to be doing very severe tariffs if we don’t have a deal in 50 days,” he said.

    The U.S. will impose secondary tariffs on the country at 100 percent, he said. The secondary tariffs would place monetary sanctions on countries that trade with Russia.

    The president made the announcement during a meeting with Mark Rutte, secretary-general of the North Atlantic Treaty Organization. Rutte has been coordinating European efforts to send more weapons to Ukraine to defend itself against Russian invasion. Under the arrangement, NATO would buy American weapons and pass them on to Kyiv. The president said the U.S. will send billions of dollars worth of weapons to Ukraine through NATO allies in this way.

    “We are going to be sending them weapons, and they’re going to be paying for them,” Trump said.

    Ukraine will get massive numbers of missiles, air defense systems, and ammunition through the deal, according to Rutte, who said Russian President Vladimir Putin should reconsider peace negotiations.

  • Al Qaeda Affiliated Group Kills 276 in Somalia

    A truck bomb thought to be the work of the al Qaeda affiliated al-Shabaab terrorist group killed at least 276 people in Mogadishu, Somalia.

    Background on al-Shabaab:

    It emerged as the radical youth wing of Somalia’s now-defunct Union of Islamic Courts, which controlled Mogadishu in 2006, before being forced out by Ethiopian forces.

    There are numerous reports of foreign jihadists going to Somalia to help al-Shabab, from neighbouring countries, as well as the US and Europe.

    It is banned as a terrorist group by both the US and the UK and is believed to have between 7,000 and 9,000 fighters.

    Al-Shabab advocates the Saudi-inspired Wahhabi version of Islam, while most Somalis are Sufis.

    It has imposed a strict version of Sharia in areas under its control, including stoning to death women accused of adultery and amputating the hands of thieves.

    So they’re the direct successors to the terrorists we had to deal with during Bill Clinton’s ill-conceived and poorly executed intervention in Somalia in the 1990s. (See also: Black Hawk Down.)

    Destroying the Islamic State will take the wind out of the sails of many Islamist terrorist groups worldwide, but it won’t end Islamic terrorism.

    Islamic State Affiliated Groups And Their Current Status

    According to this Intel Center list, there are currently 43 worldwide terrorist groups which have pledged allegiance to Abu Bakr al-Baghdadi and the Islamic State. I started wondering how many of those were active, how many weren’t covered by that list, and what was the most recent documented activity of each. Hence this list.

    I started with the Intel Center list, found the most recent activity (if any) for the group listed, added a few groups I knew they were missing, and alphabetized the whole thing (it was originally grouped by country). I don’t speak Arabic, so this list is not alphabetized the way an Arab scholar might alphabetize it. I’ve given alternate names and spellings where known, but this information is almost certainly not complete. I’ve tried to distinguish between similarly named groups, but it’s still entirely possibly I’ve gotten something wrong. Terrorist groups form, splinter and die-off all the time.

    File all this under “first cut,” “incomplete” and “work in progress.”

  • Abu Sayyaf Group [Philippines]: Attempts to arrest Abu Sayyaf head Isnilon Hapilon are what evidently set off the fighting in Marawi City.
  • al-Ansar Battalion [Algeria]: Defectors from al Qaeda in the Islamic Maghreb (AQIM), supposedly less than 10 fighters, and I see no evidence of recent activity. Not to be confused with other jihadist al-Ansar Battalions, such as those in the Syrian Free Army or the Ma’arakat al-Ansar Battalion in the Sulu archipelago of the Philippines.
  • al-Ghurabaa [Algeria]: No recent news. Not to be confused with the UK radical islamic group of the same name.
  • al-Huda Battalion in Maghreb of Islam [Algeria]: May have been absorbed into Soldiers of the Caliphate in Algeria (see below).
  • al-Shabaab Jubba Region Cell Bashir Abu Numan [Somalia]: Bashir Abu Numan was a commander for al Qaeda affiliate al-Shabaab commander who defected to the Islamic State with some 20 fighters late in 2015, and who was later killed by al-Shabaab’s Amniyat death squads. Possibly moribund.
  • al-I’tisam of the Koran and Sunnah [Sudan]: Apparently no activity since January 2016, when some of its supporters were released from prison.
  • al-Tawheed Brigade in Khorasan [Afghanistan]: Not seeing any under that name, but there’s lots of news about “Islamic State in Khorasan,” namely fierce fighting against U.S. troops over the last four months, with their leader being killed in an air strike.
  • Ansar al-Islam [Iraq]: Appears to have merged with the Islamic State proper. Not to be confused with other groups named Ansar al-Islam, including a Bangladeshi group of that name affiliated with al Qaeda.
  • Ansar al-Khilafah [Philippines]: There are reports that some 40 Ansar al-Khilafah fighters joined Maute for the assault on Marawi City.
  • Ansar al-Tawhid in India [India]: Beyond issuing a call to kill non-Muslims in 2014, it does not seem to be very active.
  • Bangsamoro Islamic Freedom Fighters (BIFF) [Phillippines]: BIFF is another group that seems to be participating in the fighting on Mindanao, and members were covered in a recent Filipino Department of National Defense arrest orders.
  • Bangsmoro Justice Movement (BJM) [Phillippines]: BJM is a breakaway splinter from BIFF, and does not seem to have any notable activity since pledging allegiance to the Islamic State.
  • Boko Haram (AKA the Islamic State in West Africa, AKA Group of the People of Sunnah for Preaching and Jihad) [Nigeria]: Still very active, and participated in a running gun battle with police in Kano Sunday. Estimates of Boko Haram’s size range from 4,000 to 20,000 fighters.
  • Central Sector of Kabardino-Balakria of the Caucasus Emirate [Russia]: Can’t find any recent information. Presumably defectors from the crumbling Caucasus Emirate.
  • Djamaat Houmat ad-Da’wa as-Salafiya (DHDS) [Algeria]: Another Algerian terrorist group that does not seem to have done much of anything.
  • Faction of Katibat al-Imam Bukhari [Syria]: All the reports I can find on Katibat al-Imam Bukhari seem to refer to them as an Uzbek Islamist group, some of which seem to be fighting in Syria under Jabhat Fatah al-Sham, AKA the Al-Nusra Front, which split off from the Islamic State, was at one time affiliated with al Qaeda, and now is theoretically independent of both.
  • Heroes of Islam Brigade in Khorasan [Afghanistan]: See al-Tawheed Brigade in Khorasan.
  • Islamic Movement of Uzbekistan (IMU) [Pakistan/Uzbekistan]: Actively fighting U.S. troops in Afghanistan.
  • Islamic State in Afghanistan: Not in the Intel Center list. Actively fighting against both U.S. troops and the Taliban. Reported to have ties to the Pakistani ISI, which wouldn’t surprise me at all.
  • Islamic State Libya (Darnah) [Libya]: Egyptian warplanes hit them in May in response for their involvement in killing Egyptian Copts.
  • Islamic Youth Shura Council [Libya]: Evidently still active in 2017. “Established an Islamic court and police authority in Benghazi. The group is notorious for decapitating swaths of residents from both Derna and Benghazi.”
  • Jaish al-Sahabah in the Levant [Syria]: No recent news, possibly absorbed into the Islamic State or other factions in the Syrian civil war.
  • Jamaat Ansar Bait al-Maqdis (AKA Ansar Bayt al-Maqdis, AKA Wilayat Sinai, AKA Ansar Jerusalem, AKA Ansar Jerusalem, AKA Supporters of the Holy Place) [Egypt]: Turned into the Sinai Province of the Islamic State. One of its members was killed by Egyptian security forces last week.
  • Jemaah Islamiyah [Philippines/Indonesia]: Very active in various bombing campaigns in Indonesia, but have evidently been relatively quiet since 2015.
  • Jemaah Anshorut (or Jamaah Ansharut) Tauhid (JAT) [Indonesia]: Evidently the successor to several other jihadist groups in Indonesia, Stratfor describes it as “sputtering,” and the pledge of allegiance to al-Baghdadi caused several members to split into still another terrorist group.
  • Jund al-Khilafah in Egypt [Egypt]: No recent news, probably merged into the Sinai Province of the Islamic State. See Jamaat Ansar Bait al-Maqdis.
  • Jund al-Khilafah in Tunisia [Tunisia]: They recently killed the brother of a shepherd they had also killed in 2015. But the group is also said to be gathering strength in the mountains.
  • Jundullah [Pakistan]: Jundullah carried out several attacks in Pakistan between 2012 and 2015, and is thought to be a member of the Tehrik-i-Taliban Pakistan umbrella jihadi group, not all of which have pledged allegiance to the Islamic State. There’s a seperate Jundallah in Iran that has pledged allegiance to al-Qaeda.
  • Khalid ibn al-Walid Army [Syria]. Not on Intel Center list. Syrian jihad group that merged with Martyrs of al-Yarmouk Brigade, also pledged loyalty to the Islamic State and reportedly controls territory in southern Syria along the Golan Heights.
  • Leaders of the Mujahid in Khorasan (ten former TTP commanders) [Pakistan]: Not finding any recent information on this splinter group.
  • Lions of Libya [Libya]: No news since they reportedly pledged their allegiance in 2014.
  • Liwa Ahrar al-Sunna in Baalbek [Lebanon]: Claimed credit for a car bomb attacked that killed a Hezbollah leader in 2014. (Remember, as a Shi’a militia/terrorist group, members of Hezbollah are automatically on the Islamic State’s “kill on sight” list.)
  • Martyrs of al-Yarmouk Brigade [Syria]: Evidently merged with other groups into the Khalid ibn al-Walid Army, which has also pledged loyalty to the Islamic State and reportedly controls territory in southern Syria.
  • Maute (AKA Islamic State in Lanao) [Philippines]: Not in the Intel Center list. The primary group responsible for the fighting in Marawi City. Reportedly led by brothers Omarkhayam and Abdullah Maute.
  • Mujahideen Indonesia Timor (MIT) (AKA East Indonesia Mujahideen EIM) [Indonesia]: Do not seem to have been active after their leader, Abu Wardah Santoso, was killed in 2016.
  • Mujahideen of Tunisia of Kairouan [Tunisia]: Not seeing any notable news since 2015, when they carried out a deadly beach attack.
  • Mujahideen of Yemen [Yemen]: Possibly absorbed into the Islamic State in Yemen (AKA Wilayat Sana) proper.
  • Mujahideen Shura Council in the Environs of Jerusalem (MSCJ) [Egypt/Gaza]: Intel Center says Egypt, other sources say they’re active only in Gaza. Since Hamas has not pledged allegiance to the Islamic State, they seem to have been pretty thoroughly suppressed there.
  • The Nokhchico Wilayat of the Caucasus Emirate [Russia]: Can’t find any recent information. Presumably defectors from the crumbling Caucasus Emirate.
  • Okba Ibn Nafaa Battalion [Tunisia]: Two members were killed in a raid by Tunisian forces, but they were described as “an al-Qaeda-linked group.”
  • Shura Council of Shabab al-Islam Darnah [Libya]: No news since significant defeats in 2014.
  • The Soldiers of the Caliphate in Algeria (AKA Jund al-Khilafah fi Ard al-Jazair, AKA Islamic State of Iraq and the Levant – Algeria Province) [Algeria]: It’s possible that the June 6 Paris hammer attacker may have been a member. If not, they seem to have been largely ineffective. “For the past two years, the Algerian military has stopped 44 members of a local armed group called ‘Soldiers of the Caliphate’ that swore allegiance to the leader of Daesh, Abu Bakr Al-Baghdadi.”
  • Supporters for the Islamic State in Yemen [Yemen]: Like Mujahideen of Yemen, not a lot of news.
  • Supporters of the Islamic State in the Land of the Two Holy Mosques [Saudi Arabia]: Nothing since they shot a Danish national back in 2014.
  • Tehreek-e-Khilafat [Pakistan]: Though it has roots in a movement advocating resistance to British rule during World War I, evidently Tehreek-e-Khilafat has been amalgamated into Wilayat Khorasan, the South and Central Asian “chapter” of the Islamic State, along with “Khilafat Afghan (former Afghan Taliban), the Tehreek-e-Khilafat Pakistan (former TTP), Tehreek-e-Khilafat Khorasan (former TTP), the Omar Ghazi group, the Muslimdost group, the Azizullah Haqqani group (former Afghan Taliban), the Shamali Khilafat, the Jaish-ul-Islam, the Harakat Khilafat Baluch, the Mullah Bakhtwar group (former TTP), the Jaish-ul-Islam and the China-oriented Gansu Hui group created by WK members themselves.” Together they are thought to number some 1,000-3,000 fighters.
